






On June 26, the Zhejiang Provincial Energy Administration issued a notice on the application for hydrogen energy pilot projects in the energy sector.
The document stated that hydrogen energy pilot projects include project pilots and regional pilots, with pilot directions encompassing large-scale hydrogen production and integration, advanced flexible off-grid hydrogen production, comprehensive development of clean and low-carbon hydrogen energy, large-scale and long-distance hydrogen transportation, high-density and diversified hydrogen storage, green substitution in oil refining and coal-to-oil/gas processes, hydrogen and ammonia fuel for power and energy supply, long-term and effective operation of hydrogen energy storage, comprehensive application in the energy sector, hydrogen energy demonstration and experimental platforms, and hydrogen energy low-carbon transformation pilot projects (Attachment 1).
It is required that the applicants for pilot projects should, in principle, be the project owners, and the relevant projects should have completed approval and filing procedures. For regional pilot applications, the leading city should be the applicant. In cases of joint applications, the necessity and specific division of responsibilities should be clarified. All applications should be submitted to the New Energy Division of the Zhejiang Provincial Energy Administration by July 8, 2025.

Notice of the Zhejiang Provincial Energy Administration on the Application for Hydrogen Energy Pilot Projects in the Energy Sector
To the Development and Reform Commissions of all prefecture-level cities, the Ningbo Municipal Energy Administration, and all relevant units:
In accordance with the relevant requirements of the "Notice of the General Office of the National Energy Administration on Organizing and Conducting Hydrogen Energy Pilot Projects in the Energy Sector," we are now organizing the application for hydrogen energy pilot projects in the energy sector of Zhejiang Province. The relevant matters are notified as follows:
I. Application Directions
Hydrogen energy pilot projects include project pilots and regional pilots, with pilot directions encompassing large-scale hydrogen production and integration, advanced flexible off-grid hydrogen production, comprehensive development of clean and low-carbon hydrogen energy, large-scale and long-distance hydrogen transportation, high-density and diversified hydrogen storage, green substitution in oil refining and coal-to-oil/gas processes, hydrogen and ammonia fuel for power and energy supply, long-term and effective operation of hydrogen energy storage, comprehensive application in the energy sector, hydrogen energy demonstration and experimental platforms, and hydrogen energy low-carbon transformation pilot projects (Attachment 1).
II. Relevant Requirements
(1) The applicants for pilot projects should, in principle, be the project owners, and the relevant projects should have completed approval and filing procedures. For regional pilot applications, the leading city should be the applicant. In cases of joint applications, the necessity and specific division of responsibilities should be clarified.
(2) If the applicant for a pilot project is a subsidiary of a central state-owned enterprise, it may choose to be recommended by the provincial energy authority or the headquarters of the central state-owned enterprise. If recommended by the provincial energy authority, the project owner needs to provide a written letter of support from the headquarters of the central state-owned enterprise to the local energy authority.
(3) Energy authorities at various levels should organize the application process well and review the application materials. All applications should be submitted to the New Energy Division of the Provincial Energy Administration by July 8, 2025.
III. Others
(1) The application materials include the pilot application form, application report, summary sheet, and a written letter of support from the headquarters of the central state-owned enterprise for the project (for pilot projects). Refer to the appendix for the reference format, which includes 2 hard copies and 1 electronic copy (including a stamped PDF and a Word document).
(2) Submission method: Hard copies of the materials should be sent via China Post EMS to the New Energy Division of the Provincial Energy Administration. Electronic copies should be submitted through the National Hydrogen Energy Information Platform (website: https://www.china-h2.cn).
